What are the City of Gardens Standards?

The City of Gardens Standards are the development requirements for constructing multi-family projects (apartments, condominiums,additional units) in Pasadena. These standards are an innovative set of zoning regulations that encourage designs which typify the garden character of earlier apartments and bungalow courts within the city.


How long has this ordinance been in effect ?

In February of 1989, the City Council adopted the City of Gardens ordinance with the intent that high density development would continue to be permitted, but would incorporate design features of the past, principally large, landscaped gardens. This approach would promote new development to be more in scale and character with existing neighborhoods.


Why are these requirements called "City of Gardens" ?

In the past, the garden was the central focus of many multi-family projects in Pasadena. Recently some residential development has been unsympathetic to the fundamental garden character of the city. The City of Gardens requirements are an effort to encourage designs which relate with the surrounding area by having a central garden - viewed as a coherent useful space. This garden requirement is a primary component in shaping the design of multi- family development.


What projects are subject to the City of Gardens ?

The City of Gardens regulations apply to all multi- family projects in the City which include three or more. However, it does not apply to the construction of two units on a multi-family lot, and projects in the downtown (Central District) which are built at 87 units per acre. It applies to residential projects in the CL (limited commercial) and CO (commercial office) districts.


Is construction of a single family unit, a room addition, or two units on a lot subject to the City of Gardens requirements ?

The single-family (RS) standards are applied to new single family residence and additions to single family residences. Also, on a lot in which two units are proposed, the City of Garden requirements do not apply. Special developments standards are applicable which you can inquire about from a planner over the counter. Also, these development standards apply to additions to non-conforming multi- family buildings which were built prior to the City of Gardens requirements.
